Frederick C. Humphreys, Founder and Team Leader

Fred is the principal and founder of Humphreys & Associates, Inc. He retired in 2004 from the Administrative Office of the United States Courts (AOUSC) after 35 years of federal service.

At the AOUSC, Fred's work focused on analysis of staffing requirements and workloads, for which he conducted studies in the District and Bankruptcy courts and for Probation and
Pretrial Services offices. On these projects, he analyzed the impact of new technology, legislation, and changes in procedures on staffing and human resource capacity in the courts. He also conducted process improvement and re-engineering for “better practices” to promote greater organizational efficiency in the courts.

Beginning in 1997, he served as a consultant on projects funded by the United States Agency for International Development (USAID) in Albania, Bosnia, Bulgaria, Georgia, Morocco, Nepal, Romania, Serbia, and Tajikistan.

Fred holds a bachelor of arts degree in economics from the University of Minnesota and a masters in public administration from National University of San Diego, California. He is a member of National Conference of Bankruptcy Clerks and International Association for Court Administration.

Gina L. Schaar – Rule of Law, Legal and Regulatory Reform, and E-business

Gina started in international development work as Country Liaison for ABA-CEELI (now ABA Rule of Law Initiative) in Albania in 2000-2003. The USAID-funded project assisted courts, national justice institutions and civil society development in the legal sector. Since leaving Albania, Gina has worked as a short-term consultant on World Bank, USAID and DANIDA projects in the legal sector as well as public administration reform. Most of these international development projects involved significant computerization aspects.

To deepen her understanding of computerization in public sector reform, Gina completed a master’s degree in E-business from the IT University of Copenhagen in 2008. She obtained her law degree from the University of Texas in 1988 and a bachelor of arts from the University of Virginia in 1984.

Her international development work followed a 12-year legal career in private firms and the federal government, where she focused on commercial transactions and litigation. Gina was named a partner in the litigation group of Holland & Knight in Washington, D.C., where her practice included arguments before the Virginia Supreme Court. As a Senior Counsel at the Federal Trade Commission’s Bureau of Consumer Protection, she focused on advertising aspects of electricity deregulation and headed a team of lawyers in an administrative trial that recovered $1 million for consumers.

Gina lives in Zagreb, Croatia with her Danish husband, who is the military attaché of Denmark. Accompanying him on official travels throughout the Balkans and southeastern Europe as well as Denmark has solidified her understanding and unique perspective on international development and relations.
Gina is fluent in English, excellent in French, Danish and Albanian and good in German.

Bruce Radek

Bruce Radek, Esquire (University of Texas at Austin), joined Humphreys & Associates in August 2009, following the completion of his IT Fellowship with the Administrative Office of the United States Courts in Washington, D.C. He was previously Director of Automation and Technology for the Middle District of Tennessee Bankruptcy Court in Nashville, Tennessee, and was an Information Technology Fellow at AOUSC in 2008-2009.

Bruce became a licensed attorney in 1995, and a certified mediator in 1996. He is a member of the Tennessee and the U.S. Supreme Court bars. He is also a member of the American Bar Association, and Phi Kappa Phi.


In an earlier life, Bruce earned bachelor’s and master’s degrees in music performance from University of Texas-Austin, a master’s in music composition and a D.M.A. (abd) in performance from Louisiana State University.
