Humphreys & Associates Awarded Contract for Institutional Reform Project in Zambia
In
cooperation with Tetra Tech/ARD, Humphreys & Associates,
Inc. has been awarded a three-year contract funded by
the United States Agency for International Development
(USAID) for institutional reform of key government
services in Zambia. This
project is under the Encouraging Global Anticorruption
and Good Governance Efforts (ENGAGE) Indefinite Quantity
Contract (IQC).
This project, which will run from
2011-2013, is designed to simplify processes and
reduce opportunities for corruption in the Department of
National Registration, Passport and Citizenship in the
Ministry of Home Affairs. Humphreys’ role will be to
improve the efficiency and
professionalism of the
department and streamline the issuance of registration
documents and passports.
Zambia Access to Justice Program
In
2008, Humphreys & Associates, Inc. served as a
subcontractor to Transparent Business, Ltd. on a project
to improve the performance of Zambia’s justice agencies
and institutions. Our work was funded by the Danish
International Development Agency (DANIDA) and was part
of the broader Zambian Access to Justice Project. In
conjunction with Transparent Business, we conducted a
baseline assessment of the five core institutions in the
justice sector (the Courts, the Police, the Directorate
of Public Prosecution, Legal Aid, and the Prison
Service) and identified improvements that would make
justice more accessible to all of Zambia’s citizens. Our
assessment had three key objectives: (1) to provide an
overview of each core justice institution, including
structure, staffing and caseloads; (2) to analyze the
key processes within each core institution, including
work flow, data collection, records management, and
performance measurement; and (3) to identify
opportunities to improve the delivery of services
through a combination of better business practices and
automation.
Humphreys & Associates to Support
Justice Sector Reform and Court Management
Administration
Under
its ENGAGE IQC subcontract with ARD, Humphreys &
Associates will support Justice Sector Reform and Court
Management Administration activities consistent with the
new U.S. Framework for Foreign Assistance.
Humphreys & Associates will provide short- and long-term
assistance on creation and maintenance of institutional
checks and balances through judicial reforms and will
play a key role in developing broader strategies to
combat corruption and improve transparency, integrity,
and accountability.
The objective of the ENGAGE IQC is to provide USAID and
its partner countries with a broad range of technical
assistance and other resources necessary to develop and
implement appropriate and meaningful strategies to curb
corruption in economic, political and social service
sectors. The IQC runs from 2008 to 2013 with overall
ceiling of $750 million.

Nepalese Judiciary Five-Year Strategic Plan
The Nepalese judiciary’s five-year strategic plan identified sixteen strategic interventions to achieve its mission of fair and impartial justice. Implementing an effective case management system was one of these. Humphreys and Associates, working under a three-year USAID Nepal Rule of Law Project, helped Nepal's Lalitpur District Court enter the "age of automation" by purging, repairing and boxing 48,000 files between 2004-2006.
